Es handelt sich um ein Seminar mit 10 Präsenz- und 3 virtuellen Wochenstunden. Das Seminar wird von Dr. Gisela Meister-Scheufelen durchgeführt. 

Lerninhalt: 

Das Seminar „Staatsmodernisierung und Gute Rechtsetzung“ gibt einen Überblick über die Strukturprobleme der Politikgestaltung im Kontext der Umsetzung durch die öffentliche Verwaltung. Dazu werden die Themen: Ursachen eingeschränkter staatlicher Funktionsfähigkeit, Lösungsansätze für die Beschleunigung von Genehmigungsverfahren sowie des Bürokratieabbaus, Digitalisierung der Verwaltung und die Qualitätsmerkmale guten Rechts vertieft.

This course is focusing on policy and management in the COVID-19 Crisis by analysing the challenges, strategies and outputs in a European Comparison. This will include the national as well as the regional and local level in different European countries. The multi-level governance approach offers the theoretical framing. On the basis of case studies, the national-state policy to mitigate Covid-19 will be analysed as well as the implementation of this policy at regional and local level, in particular with regard to questions of capacity, coordination and autonomy. The following case studies are to be examined: Germany (example for the federal approach), France, Poland (example for unitary approach) and Sweden (example for specific approach) and Switzerland, UK, Italy and Spain. In a second step, the comparison should be related to specific policy areas or questions. In detail, the aim of the course is to examine the core elements the national strategy for combating the pandemic, how it was implemented and what problems arose in this process. Finally, the question of post-pandemic consequences for better resilience of public administrations will be discussed. The course is intended for students from the 2nd semester onwards. Performance requirements are oral presentation and written paper work.
