
This course lays out the history of German development cooperation, with its actors, paradigms, instruments and problems. Development policy mirrors not only the contemporary history of the Federal Republic of Germany, but also that of development theory: We follow the emancipation of development cooperation from a subordinated field of German foreign policy to an original contribution to global structural policy. In this context, a particular focus is laid on the links to the other policy areas of German foreign relations, especially diplomacy, external trade policy and security policy.
Students will gain an overview of the history of the Cold War from the perspective of development policy, as well as of the most important schools of development theory since the 1960s. The challenges and problems of development aid after 1989 will also be analyzed in-depth. Here, present trends in International Relations und Global Governance will be understood, as will be the question how a middle power such as Germany can hope to exert influence effectively in this New World Disorder.
